Yes. The AVPP is required for the 3641 to work. Matter of fact the 3641 will not even complete it's boot or register with the PBX unless it sees the AVPP first.
The 3641 set is an Avaya OEM of Spectralink's Netlink 8000 series sets. I actually had to goto Denver to take the Spectralink (Polycom) installation class in order to be certified to install them.

These are pretty nice sets. I just completed a major roadtrip where I installed 20-30 3641's in thirteen different branches of a "high end" retail department store (Hence, my virtual disappearance from this site).
