Create a ? as system short code. ?/./Dial/0 will route any dialing for which no other match is found to outgoing line group 0. This is a security issue though. You can also create shortcodes for local area codes to speed up dialing such as (714 area code/assuming 10 digit dial) 714XXXXXXX/./Dial/0 and when the user enters 7145551212 it will immediately dial that number out line group 0.
