There are two (2) IP 403 binaries in this release: one for updating the loader, version 1.99(1003) and the real binary, version 2.0(16). The loader upgrade must be completed first. Failure to follow these instructions will result in a failure of the upgrade to your IP 403 system.
The reason for the loader 1.99(1003) is to free up memory on older 403 units so they have enough memory to receive 2.0(16) firmware.

Also, I found when upgrading my lab 403 that the upgrade wizard reported failure on both the 1.99 upgrade and the 2.0 upgrade. However, they actually both worked - so don't worry if you get a failure to upgrade error when going through this process.
