I got the answer...
From the partner bidding on the telephone system upgrade. I laughed out loud when I read this:  - <LI class=MsoNormal style="mso-list: l2 level1 lfo6">Branch locations are 100% survivable opposed to limited SRST. We can reduce our design costs if the desire is to lower our survivability to the level of Cisco.
- Our design includes fully survivable Messaging at separate Disaster Recovery location (primary at data center with backup at HQ). We can remove this capability to lower survivability to Cisco’s level.
