What about the Long Hold Recall Timer in system-parameters features:

Long Hold Recall Timer (seconds): You can administer the system to remind a user that a call has been on hold for too long.

Valid entries: 0- 999; 0 deactivates the timer.

Usage: This value is the number of seconds a call can be on hold before the system re-alerts the user to remind them of the call.

Other than that I don't think there's any way to make a "tone" come out of the 6400 series set.
