I had that same error and went through the same routine, fortunately we ended up taking out the PBX the next week, so we never got to the bottom of it :)

The next thing we were going to look at were the curls, or Current Limiters. I'm a newer Avaya tech, so the MCCs are ancient to me. I'm just repeating what I was told...
