What does the code *1 correlate to in your 'feature access codes'. I don't think what you are doing has anything to do with EC500. It looks to me that he is merely forwarding his extension.
The first autodial that you posted appears to enter the FAC for Call Forwarding, then his extension, then his extensions security code. Either that or he is merely forwarding to extension 1234 which is forwarded to his cell phone or covered to a remote coverage point where his cell phone is configured.
1. Check your FAC's to see what *1 does.
2 I assume his extension is 7115? Check this and Check extension 1234 to see if they are forwarded or using remote coverage points in their coverage path.
One reason this may have stopped working is a change to the COR pages or to the stations COR. You could 'list trace ext' on his and see what is happening when he tries to forward.
