You are limited to 10/half by several factors.
The V9 software in the G3si will only support 10/half. That will have to be upgraded and the only upgrade available is to the latest product. For a G3si that is an S8500. The EPN is ok with V11.
The TN799C runs at 10/half. You can replace it with a TN799DP but in a V9 PBX it will still only run at 10/half.
If either of the Ethernet adapters is the gray one (rather than the black one), you are limited to 10/half.
The backplane cabling at the EPN is a factor. Open the back door of the EPN and look at the cable that runs from the backplane to the amphenol connector. If the leads are white with a couple of red ones, 10/half is the limit. If it is multicolored like a 25 pair cable, you have two possibilities. If the leads are straight, it is still 10/half. If the pairs are tightly twisted around themselves then it is cat5 and will support 100/full. That cable can be replaced if it is only a cat3 by a cat5 cable but that does not gain you anything because of the limitations at the far end.
One last detail that you did not mention, what version of V9 is the G3si? Is it 9.2 or 9.5? If it is a 9.2 you will always have problems with IP trunking. The oldest release that Avaya will support for IP anything is 9.5.
