You do not indicate what the software release is at any of these locations so I cannot be specific. Older release software will only run at 10/half. If one end is 10/half it makes no sense to run the other end at 100/full, you are still limited to 10/half.

I would set both CLANs to 10/half and also lock the router ports they connect to at that speed too, no autosensing anywhere. That should stabilize the connection.
