The fact that you are experiencing echo is troubling. Do all of your incoming and outgoing calls go over the same DS1? How many of the calls have echo? A few? A lot? All? If your users are keeping track of the bad calls, is there any consistency to the numbers you are calling - such as the area code or office codes?
