You mention the COS is unrestricted, how about the COR? The COS permits the call to be transferred to a trunk but if the FRL is not high enough in the COR, there could be a conflict with the route pattern.

Can these guards make calls for themselves by dialing 9? If they can't make calls themselves, then they will not be able to transfer calls. Since it works from your phone, give the guards the same COR that you have and try it again.
