If you can fax using a POTS line with the same machine, then you have a locally contained problem (analogue card, trunk card, span...)

I saw something similar one time before - new trunks were added to an existing system and all of the sudden faxes and modems weren't working although voice calls were fine. The new span had been added to the beginning of the outgoing hunt order, and the CSU was not programmed correctly. The CSU clock source was free running, which was causing slips. Didn't affect voice, but killed analogue data.

Check for errors on the spans, first. I'll check back later this afternoon after the fires are out.
