If you unseat a DS1 card and it doesn't come back up within a minute of reseating it, Verizon is probably correct. They cannot do anything to keep the card from initializing.
The usual causes for a card not to come back up is, it is defective or the processor is too busy to process that request. Do a "status health", what percent occupancy is the processor running? Do this now to get an immediate snapshot. Do it again during your slowest time of day, usually just before you open or after you close for the day. And do it one more time during the busiest part of the day, this is usually within a couple hours of opening and again right after lunch.
