Just adding an IPSI isn't going to induce a server to move port networks to it automatically. You probably had to reboot the server to get that done because I am still unaware of a command to tell a server to use IPSI number two for port networks 5 and 6.

I am wondering if you had some impaired functionality with that many port networks on one IPSI. Kind of like having five chairs in a row but seating six people in them, you can do it but nobody is comfortable.
