I have run into this issue multiple times due to incompatible software patches between the LSP and the primary server. It seems like only Tier III at Avaya holds the magical list as to what patches/loads will and won't work together, at least in my experience, so you may want to give them a shot. However this problem is also usally accompanied by an 'out-of-service' state on the LSP (the MG remains in service), so it may not be your issue, but it's worth checking if the previous suggestions don't work.
