In addition to what Al said, in "ch sys main" you must also stroke it to "save trans to LSP" or else the trans will only save to the main. If after that it still does not save to the LSP, check the firewall of the LSP and make sure under "advanced" that TCP 514 is checked. I have found that without that checked it does not work.
