Several ideas come to mind:

1) Record the announcement on the local PC (via Microsoft Sound Recorder ... sndrec32.exe) and then upload the file to the VAL board via VAL Manager. Remember, the wav file properties must be set to 8khz, 8bit, mono, muLaw and the filename must match the one you're replacing EXACTLY.

2) Create a remote access extension and give it only the permissions necessary to record the announcement ... i.e. COR with and FRL of 0 and console permission COS for recording.

3) You might be able to create a VDN that passes the digits that represent the recording access FAC followed by the announcement extension number ... you could even create a vector attendant that says, "Press 1 to change announcemnt xyz, 2 for announcement abc," etc. Having never done this I would test extensively as well as front the vector with a password match.
