We set up a COS to control trunk-to-trunk transfer:

disp cos

............................ 0 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15
Trk-to-Trk Transfer Override n n n n n n n n n n n n n y y y

Any devices with a COS of 13 or higher can initiate a consultation call (conference), then drop out of the call and leave the other parties connected. Anything with a COS of 12 or below can still conference outside parties, but when that device drops out of the call all parties are disconnected.
