It's COR based, so you can use authorization codes or not. Authorization codes allow you to utilized a COR not assigned to that particular station. Regardless, you will have to set up a COR that accesses international calling and one that doesn't. You can change the FRL in the COR or the route pattern.

If you display your ars routing table (display ars a 011), you'll see the routing plan for international. It either goes to a route pattern or a partition-route-table (which goes to a route pattern). If you note the route pattern number and check it out (display route-pattern #), take note of the FRL (0-7). Now display the COR of the extension you want to restrict access to international (display station #, display cor #). There is an entry for FRL in the COR, it needs to be less than the FRL entry in the route pattern. This will restrict access to the route pattern international dialing uses.

Authorization codes use the same restrictions. The difference is you dial an auth code to basically change the COR. If the COR of the extension is restricted from dialing international, you can dial the auth code first, essentially changing to a COR that can access.

change system-parameters features - page 4, set auth codes = y, set length.
change authorization-code 1234 (if you set length to 4)
enter 1234 under the AC, enter a COR that has unrestricted access to international dialing (COR FRL greater than route pattern FRL). Have fun...

2.5 hrs to 3 day weekend....
