My bad!!! You are absolutely correct marty, the protocol version is set on the DS1. Must have had my head somewhere I shouldn't for a moment.

U certain about the protocol version a? I thought that was necessary for AT&T custom... found this in the Avaya book under Public network signaling administration for ISDN-PRI Layer 3 (for country code = 1):
