It's worth mentioning, if you have dedicated LD trunks your users could be racking up charges for local calls if your dialing plan is not set up properly. This is a common issue when 10-digit dialing is being introduced.

It's been a couple of years since I put my hands on a Meridian, but I seem to recall in the SPN list on our system in Houston, the 281 and 832 office codes that were local could be dialed as local, and toll forced to be dialed as 1+.
