In LD 90 program your local NPA as an SPN without the 1.

Lets assume your are in NPA 780. You most likely have an NPA of 1780 (for local toll calls). Keep the 1780 NPA but create a new SPN of just 780 (no 1 in front). You will need to check the RLI used for 1780 to make sure it does not have a DMI that changes the dialed digits and that it points to the local route. If the existing RLI has a DMI that changes the number of points to a LD route then you will need to create a new RLI with DMI 0 (this is the system default DMI and does not change the dialed digits (unless someone changed it)) and point it to the local route.

In Houston we have 3 NPA's (713, 281, and 832). some of the numbers within these NPA's are local toll calls from the other NPA's (or even within the same NPA) and require a 1 in front of the NPA so I have NPA's of 1713, 1281 and 1832 but I also have SPN's of 713, 281, and 832.
