I am assuming that you are programming the NCFW to call an outside number with your BARS access code (9 normally) and then the number you want to route the call to. Change the programming so that you use the route access code instead of the BARS access code.
You could also be looking at a TARG and TGAR problem. Make sure the TGAR of the trunks that the call comes in on is at least as high as the TAGR of the route tha call in being routed out on. TGAR and TARG work something like NCOS and FRL only instead of restricting a set they are used to restrice trunk to trunk access which is what you are doing when you forward a incomming call back out of your system.
