Station Specific Auth Codes

Hello,
I am very new to PBX programming and have a somewhat simple question. I work for a college and we need to set all the auth codes for long distance dialing to be station specific, or directory number specific. This way students will not be able to steal and use them in thier dorms to make long distance or overseas calls. We have a Meridian PBX and use OTM Navigator 2.20 to make most of our changes. But when I click on the option I found for Station Specific Auth Codes I get the following error 'Error: Insufficient access rights for attempted operation' and we only have one login for this program which is an admin account. Is there a LD command to set a Auth Code to be used at a specific directory number or is there any other way to make sure that auth codes can only be used for certain phones?
