PBXtech.info - View Single Post - Transfer out of system when calls come in

I have set up in VM Pro a simple call flow taht uses a conditions editor and then goes to two optional transfers one inside and one outside. the system wont transfer the calls outside when a call comes in from the outside (it is so that the calls goto answering service automatically after hours) I have tried everything is there anyone that can help me with this simple problem?

using t-1 voice line with 3.1(29) ip office 406v2

all calls coming in on 0 and are going to VM:Routing
