Are you talking about CMS?
If so, you grant access from user permissions->access funtions (don't know the exact translation to english). There you choose a user and grant him read and write permission to the dicctionary, the problem is that I think you can't restrict what parts of the dicctinoary he will be able to modify, so he/she will be able to modify everithing in the dictionary.
