For mass removals I use ASA. In the advanced section of ASA there is Find and Replace. In here you can setup mass removals based on a certain criteria. For example you could set it up to remove agents from extension 3000-4500 or agents in one particular skill, etc.

As far as inactivity, do you have a CMS at this location? If so there are monthly reports you could pull from there for your particular agents/skills. If you don't have a CMS you're probably using bcms reporting and I'm not sure how far back you'll be able to pull. I haven't used bcms in about 5 years.
