Avaya 46XX phones use tftp not ftp. Put all the files in the default directory (C:\tftp). When the phone asks for the file server give it the IP address of that server.

When you get the files from Avaya do not forget the 46xxsettings.txt file. You have to ask for that one it is not automatic and it must be in the same directory.
